The short answer is no.
Peppermint and plug-in pest repellents are often suggested as an option to deter mice from accessing structures. The thought behind it is that the peppermint will mask pheromone trails (scent marking) which mice lay down to communicate to other mice that there is a path or access point for individuals to use. While the plug-in devices produce high-frequency sounds intended to dissuade mice entering in the first place or encouraged to leave if they find themselves inside.
Unfortunately rodents, in particular ones which live in urban environments are exposed to a wide variety of sensory stimulants and so the efficacy of any deterrence will wilt or short-circuit.
If there are holes or gaps allowing rodents into a structure, mice will use them undeterred.
The only solution is pest proofing to stop the flow of mice into a structure and once sealed up, to run a targeted humane poison-free trapping program to remove any mice locked inside.
Anything short of this is like bailing water out of a sinking ship without plugging any holes.
